Safety of the european union transport system as a must have for Ukraine

Навряд чи можна пререоцінити вплив європейськьго союзу (ЄС) на Україну. На сьогоднішній день український розвиток напряму залежить від інтеграції держави до ЄС та перейняття передового європейського досвіду. Звичайно, в ЄС також є недосконалості. А де їх немає? Для таких держав як Україна (таких, що знаходяться на етапі свого становлення) передовий позитивний досвід є шансом до розвитку. Таким досвід є надцінним. З метою перейняття такого позитивного досвіду в контексті забезпечення безпеки транспортної системи прийнято рішення про проведення додаткових досліджень за цим вектором. В розділі розглянуто основні положення забезпечення безпеки транспортної системи ЄС. Здійснено монографічний огляд досліджень у царині забезпечення безпеки різних видів транспорту в ЄС та у світі. Проведена оцінка показників безпеки за різними видами транспорту в ЄС. Визначено індикатори впливу та заходи забезпечення безпеки різних видів транспорту в країнах ЄС. Охарактеризовано різні системи управління безпекою та програми ЄС, спрямованих на забезпечення безпеки на залізничному, автомобільному, авіаційному та морському транспорті. Визначено нові виклики до безпеки транспортної системи ЄС через пандемію COVID-19 та забезпечення конкурентоспроможності різних видів транспорту, економічної стійкості операторів ринку, дотримання екологічних стандартів тощо. Вказано на необхідність удосконалення інфраструктури щодо забезпечення безпеки транспортної системи в ЄС. Запропоновано комбіновану систему управління безпекою транспортної системи ЄС та визначено її ключові елементи.
