Features of making managerial decisions in a crisis at the micro and macro levels

Здійснено аналіз трактування поняття «управлінське рішення» у наукових джерелах. Сформовано узагальнену класифікацію управлінських рішень. Конкретизовано параметри, що впливають на прийняття управлінських рішень на мікро (Організаційна структура підприємства; кваліфікація та особистісні характеристики персоналу; ефективність каналів отримання інформації; забезпеченість засобами та предметами праці) та макрорівні (компетенція працівників органів державної влади; раціональність структури та бюрократичні процедури; рівень мотивації при прийнятті рішень; технічні засоби; інформаційне забезпечення; середовище прийняття рішень та реалізації; запити зацікавлених сторін; нормативно-правові основи функціонування органів державної влади; політична ситуація; фінансово-економічне становище). Узагальнено основні методи та моделі, що використовуються під час прийняття управлінського рішення. Виокремлено основні етапи прийняття управлінського рішення. Обґрунтовано, що одним з напрямів управлінських рішень на макрорівні є міграційна політика. Розглянуто етапи прийняття управлінських рішень у міграційній політиці Європейського Союзу. Встановлено основні виклики для міграційної політики Європейського Союзу як управлінського рішення на макрорівні (численні неконтрольовані потоки нелегальних мігрантів та біженців, що прямують за країн Африки та Азії, необхідність забезпечення дієвого контролю за кордонами країн-членів ЄС). Здійснено аналіз міграційної політики України з точки зору дієвості та ефективності прийняття управлінських рішень на макрорівні. Визначено, що основною завданням міграційної політики України є скорочення трудової еміграції. Розроблено заходи та напрями імплементації міграційної політики України до Європейської міграційної політики.
