PROJECT MANAGEMENT IN THE MILITARY FIELD: PERSONAL EXPERIENCE OF UKRAINE

The modern world is characterized by high dynamics of changes, which requires all spheres of activity, including the defense sector, to constantly improve and adapt. Effective achievement of strategic goals in modern realities is impossible without the introduction of project management into the activities of the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other components of the defense forces of Ukraine.
The monograph is devoted to the study of the theoretical foundations and practical aspects of project management in the context of the defense sector of Ukraine. It is the result of many scientific studies and practical experience accumulated in the process of reforming the defense management of Ukraine, which allowed solving a number of scientific problems regarding its improvement. The monograph consists of four sections, each of which covers important aspects of project management in the defense sector.
Section 1 “Project Management in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine” analyzes the implementation of programs, project management and project activities in the Ministry of Defense of Ukraine, the General Staff of the Armed Forces of Ukraine and other military management bodies. This section examines the theoretical and methodological principles of program and project management in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. The significance of programs and projects in the development of the domestic theory of military construction is substantiated and serves as the basis for improving the scientific and methodological base for assessing the effectiveness of creating new and developing existing capabilities.
In section 2 “Recommendations for the introduction of portfolio management in the defense management system of the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other components of the defense forces of Ukraine”, taking into account the specifics of the defense sector, military strategy and public administration, the application of a comprehensive approach to portfolio management in the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other components of the defense forces is substantiated, which combines strategic, systemic, project and process-oriented approaches, as well as risk management and a focus on results; Methods and tools for implementing portfolio management are proposed (capability analysis, project priority matrix, value-complexity matrix, scenario analysis, key performance indicators, benefit tracking, portfolio dashboard, balanced scorecard, bubble chart, portfolio archive). In order to develop effective recommendations for implementing portfolio management in military command bodies, factors that may complicate this process are outlined (systematic underfunding of the defense sector, shortage of qualified personnel, lack of modern information systems, corruption, post-Soviet corporate culture).
In addition, a model of planning, programming, budgeting, execution (hereinafter referred to as PPBE) has been proposed (development and use in everyday activities in the Ministry of Defense of Ukraine of the project management architecture – PPBE; architecture of defense programs based on existing organizational structures and functional groups of capabilities; architecture of project and program management through portfolios according to their types and functions; architecture of planning and development of projects through their creation, development and implementation, utilization; architecture of capabilities of types, branches of troops, commands). Recommendations are provided for the implementation of portfolio management taking into account the proposed PPBE model (development of a regulatory framework, organizational and administrative documents for portfolio management; creation and reorganization of project portfolio management functions; staff training; organization of providing the portfolio of projects, programs and individual projects with the necessary resources; development of leadership qualities in managers of individual projects, programs and portfolio of projects; attraction and retention of qualified personnel; creation and modernization of infrastructure for portfolio management; establishment of interoperability within the framework of project portfolio management).
The relevance of the issues covered in section 3 “Development of innovations in the field of military defense at sea” is primarily due to the lack of research on the development of asymmetric means of warfare at sea in conditions of superior enemy forces, primarily naval unmanned complexes (devices) and unmanned aircraft complexes, as well as the features of managing their creation and development. The results of analytical research into the development of marine robotic systems, in particular marine unmanned complexes (devices), made it possible to identify the main trends and directions of their further improvement, as well as to outline the specifics of managing the processes of their creation and development.
Section 4 “Modern approaches to project management in the training of naval officers. Use of simulation technologies” is devoted to project management in the defense sector using the example of a virtual project for training military officers-navigators using the VSTEP (NAUTIS) and MORILD simulation platforms. These platforms allow for exercises in scenarios that are as close as possible to real combat conditions. This experience is a valuable example of an innovative approach to military training in Ukraine, which can also be useful for other countries facing similar challenges.
Thus, the monograph covers a wide range of theoretical and practical aspects of project management in the defense sector of Ukraine. It offers modern approaches to the implementation of project and portfolio management, the development of innovations in the military sphere and the training of military personnel using the latest technologies. The presented results and recommendations are aimed at increasing the efficiency of defense resource management, creating and developing new capabilities of the Armed Forces of Ukraine, as well as ensuring their readiness to perform strategic tasks in the face of modern challenges
